Milton Hydro submits first electricity DSM plan to OEB

Milton Hydro today (2 July 2004) filed a plan for electricity DSM initiatives to be undertaken in 2004 with the Ontario Energy Board. The plan was prepared by IndEco, in consultation with Milton Hydro staff, and is the first electricity DSM plan to be put before the Board under the DSM initiatives being encouraged by the Minister of Energy.
The 2004 plan includes a number of innovative and aggressive initiatives, including:
- a price response program that involves planning to provide all customers with interval meters, on-going assessment of retrofit meter technology, and customer education programs including: a web-based tool for customers to track their energy use and costs of energy use, development of a notification procedure to advise customers when prices are expected to exceed a customer-specified threshold or when supply is contrained, and workshops for customers on how to use the web-based tool and notification options to reduce their electricity costs.
- a pilot implementation of The Energy Drill Program™, modelled on fire drills, that encourages actions to reduce electricity demand at times of high prices or constrained supply. The pilot is expected to be run in buildings representing the municipal, institutional and commercial building sectors.
- partnership building programs with retailers, existing energy-efficiency program providers, the professional building community and the Net Zero Energy Home Coalition.
- a Conservation Assets Program to purchase interval meters, and cost-effective equipment that will improve the efficiency of the electricity distribution system.
The 2004 DSM Plan proposes to leverage funding from both the FCM and NRCan to develop and pilot The Energy Drill Program™.
The Plan was filed with an application for a deferral account to track Milton Hydro's DSM expenditures. Milton Hydro is looking for priority treatment for the approval of the DSM deferral account because it intends to begin making investments immediately.
