Judy Simon, a management consultant specializing in environmental and energy issues, has more than twenty-five years of experience in both the public and private sector. An environmental scientist and strategic planner, Judy has extensive experience working with government, regulatory agencies, non-governmental organizations and industry. A key asset Judy brings to the team is a finely honed approach to strategic management and an ability to induce organizations, both large and small, to act strategically and effectively.
Judy started her career in 1978 with Alberta Gas Trunkline in the R&D division researching alternative energy technologies such as anaerobic digestion and waste heat applications, then spent nine years in the Ontario government, initially at the Ministry of Energy in conservation and renewables energy policy, followed by the Ministry of the Environment where she was responsible for environmental policy related to environmental assessments (EAs) as well as the approvals of all waste management and energy EAs, and later in the Ministry of Industry and Trade, where she was responsible for policy related to the centres of excellence, innovation centres, and sustainable development. Judy spent ten years as a part-time Board member of the Ontario Energy Board from 1992- 2002, as the Board's leading authority on demand-side management (DSM), as well as the lead Board member on environmental matters. In addition, at the OEB Judy adjudicated the approval of more than 100 pipeline and related approvals, and was involved in rate regulation, and the opening of the electricity market.
Recently, Judy has been working primarily on energy efficiency, helping clients to develop and obtain approval for DSM and Conservation and Demand Management(CDM) plans including the provision of expert testimony; and to implement, monitor and evaluate their CDM/DSM programs. As the DSM/CDM expert for the Canadian Energy Efficiency Alliance, Judy has prepared numerous Alliance position papers and made presentations on behalf of the Alliance in government consultations. Judy is also active with the Low-Income Energy Network (LIEN), an organization created to help low-income households in Ontario manage and reduce their energy bills. Under her leadership, IndEco has prepared several policy and position papers for LIEN and has made presentations in workshops and at the OEB on LIEN's behalf.
Judy has been the President of the Board of Directors of the Canadian Environmental Law Association since 1997, a member of the City of Toronto's Grants and Loans Committee of the Toronto Atmospheric Fund since 2002, and a member of the City of Toronto's Environment Roundtable since 2004.
